Yes. As long as you’re not taking to two different recruiters about the same agency, it’s kosher. However it’s like The Bachelor. You don’t discuss your other relationships with them, just focus on them while you’re together.

I'm assuming you mean headhunter, rather than a recruiter at a company? I guess everyone treats this one, differently. I feel weird working with multiple headhunters. But, maybe that's just me.
