It's always been a dream of mine to work at Google, specifically as a UX designer (currently transitioning into UX from visual design). I've been so afraid to apply to any jobs with UX title, Google or not, because I'm always doubting myself and telling myself I'm still under-qualified.

Yeah of course. Just don’t understand how you tell candidates one thing and then another thing happens. It is what it is.
I know I’m the HR person… but here is what I’ve seen when this happens behind the scenes:
The hiring manager had someone in mind for the role or have fallen in love with another candidate, budget changes or a reallocation of headcount, or the recruiter/hiring team kept the req open too long and were screening people while someone was going through final interviews. And spoiler - the first one is most common, esp if it’s and internal move.
It doesn’t change the terrible experience, but they are likely frustrated too. Best of luck to you!!

I once had an interview scheduled for the afternoon. Hours before it happened I got an email that it was nice meeting but they decided not to move forward. Umm, we never met.

Yup made sure to right away and even asked for feedback on why things changed. Only got a one liner about how I won’t moving be forward in the interview process.
You should go into the process with the understanding that recruiting can be a messy, imprecise endeavor.
True but it sucks because they generally expect that you as a candidate aren't messy or imprecise.
