I got an offer from Barclays . Start date is mentioned there after 2.months .but my notice period is 3 months. There is no way to reach the recruiter except for email. What can I do here so I can start my resignation process once I get the clarification otherwise it will be delayed further?

On 25th September I have completed my PDM discussion with IBM and HR told me I was selected and they will be releasing offer soon. After that I tried to contact HR, occasionally they will answer my call and telling that it is in process or HR is on leave. I sent many emails but didn’t get any reply. I am interested to join IBM.
