Looking at a breeder for a golden retriever who performs OFA and PennHipp hip and elbows testing, but did not perform testing for heart and eyes. Is this a red flag or seem okay?

My dog has become more territorial and aggressive in the past year and I don’t know why. He is a 7 year old shihtzu.
