Moving from garage parking to permit street parking for the first time. How do you go about getting the permit and what do you do in between of receiving the permit ?

Is it just me or were the roads far worse yesterday than they usually are during a winter storm? Seems like there was no road salting ahead of time (at least where I was). I ended up being forced to run 2 red lights/convert to a right turn cause I couldn't stop (I was going less than 15 mph, didn't slam brakes, and have lots of winter driving experience).
