So the Open Society Foundation is a policy failure? The Bill and Melinda Gates foundation is a policy failure? These two organizations have independently made more progress towards the democratization and humanitarian efforts of Subsaharan Africa than the government. Being a billionaire is much more than being wealthy. It comes with responsibility that can be incredible when approached amicably.

In many examples you can pick outliers. The Donald Trump Foundation is a policy success? The "JEFF" Bezos foundation is a policy success (hint it does not exist. His charitable giving seems to be limited to giving his parents money that they give away) Charitable foundations focus on what they want to focus on and there are many criticisms of Gates and his focus on GM crops and Golden Rice.

A huge reason for the economic success of the US and EU is reliable road and rail infrastructure. I don't see Gates or Buffet (despite his love of buying train sets) doing that alone in Africa
