It’s a bad combination of Europeans liking their holidays, the French having a strong left-wing tradition in politics and in society, the company being owned by the French government (so OP’s comment about the DMV is very fitting), and defense deals being mostly about politics. Also bear in mind Europe does a lot of export within the EU, so the one month of holidays in August is something we kind of expect from both sides of the deal, and it normally doesn’t end up having such a large impact. Plus, studies show that whatever the impact is, it evens out when you account for higher productivity.

Also the contract was for diesel electric subs that have too small a range to be useful in the Pacific Ocean. Basically, the French did not trust the Australians enough to share the nuclear propulsion tech. The Brits and the Americans do trust the Australians.

I worked with a French company once. It’s not just taking a long vacation but their attitude about it. They acted like people who work at DMV. They could not care less about the customers. They acted entitled. Also turning the keys off for a whole month is not ideal. Employees can take turns to move things forward. No wonder they receive limited foreign investments compared to some other developed countries.

With European partners on both sides it is easier to style it out as either everyone is out at the same time or we all at least expect it. Norwegians take most of July off and Brits take a fair amount of holiday across July and August (school holidays are then) so although we don’t take 4-week vacations out teams are at reduced capacity anyway. Also, remember, when Europeans take holidays that usually switch off 100% so we are used to people completely disappearing (the NA people I’ve worked with never quite seem to switch off and seem more likely to re-organise holidays). We also all get a lot of PTO. The French will have like 35 days at a state owned company (at least). I’m at ACN UK and we get 30 days (in addition to like 8 bank holidays and unlimited sick days etc). However, the attitude of these specific French workers seems to be the problem. I worked with some Spaniards this summer and, although they did take a ‘slow down’ for a lot of (but not all) August) they still let us know in advance and helped us reorganise the project so it would not be a big problem. I’m afraid it seems the French lived up to their stereotype and the Aussies were not putting up with that.
