It depends.
If there’s an incumbent, you have their voting/ legislative record to look at and glean some sense as to how they will continue to vote. If you are an issues voter, this is a helpful tool. In terms of members of congress, you can look at the appropriations requests they have made over the years and get some feeling for how hard they work to bring federal 💰 to your district. I live in an old rust-belt city so that money is important for helping the region reposition itself. I also look at candidate websites to see if they have policy position papers and OpenSecrets to see where their major funding is coming from.
If they are a new candidate/ no previous government experience, you have to go more on what they are saying. I’m fortunate to be in a position where I am invited to most “meet & greet” events so I have an opportunity to speak with them candidly and get a feel for them. In the last few years, most have been strawman candidates.
For example, I met Dr Oz two weeks ago. Wasn’t a fan before that, actually really despised him, and shaking hands with him was like shaking a dead fish. He is completely oblivious to what our region needs and has no idea about policy. He’s a talking head. On the other hand, I met with McCormick last week and while hesitant based on his social media and some of his rhetoric, he was a completely different guy and openly admitted he has to throw mud to get the “crazies” out to vote or there’s no path to win.
Shapiro is more like a democrat version of McCormick but same thing.
At the end of the day, if you want to be an informed voter, it takes work, but I think it’s worth it.

Honestly; a major of voters choose based on personality or culture.
Data can't help with philosophical stuff like role of government or abortion or whatever, but it goes a long way with comparing control mechanisms.
Research from GiveDirectly (paired with experiences of a homeless relative) really changed my view on general welfare programs. I'm now much more inclined to support straight cash instead of structured programs like food stamps because they just don't work as well and cost way too much.
I'm against rent control because almost all serious research on the topic shows very narrow benefit and a lot of broader downside.
I'm also all for availability of vapes. Data suggests it's a game changer for people who want to quit smoking, and the numbers dramatically outweigh the negatives on people who start vaping.
