Man, I dropped my 18 month old daughter (Eleanor) off at school last week and this random toddler comes running over yelling “WOOOOOOOOOO! El-Nar!!! WOOOOOOOO!!!!"
And my first thought was “hmm, I guess ‘wooo girls’ are just born that way.... I always thought it was something they learned while being a tri-Delt or Phi Mu....’”.
My second thought was “I need to change schools”

That’s their way of courting male attention. It is a primitive mating call. Being around the bride to be stirs up feelings of loneliness and the need to mate. The “woo” phrase has been used since we were mere apes as a way to signify sexual availability and mating potential.
