I’m a shorter dude as well but stalkier build. People have recommended Peter Manning NYC due to their specification in smaller and shorter clothing. I don’t own any though so I can’t provide any feedback on quality or fit. Looking to try them next time I buy clothes.
Yikes. 5’4 male. Must be hard to find clothing.
I’d imagine that if you can’t find anything from Express or Uniqlo in the XS size that it’s all gonna have to be custom made. Typically you can get waist tapered in and such, but not much can be done about the height since shortening a piece will throw off proportions.
Canada Goose has a fusion fit (fancy name for asian fit) thats shorter in length and slimmer than their normal sizes
Ted baker has some great slim fit jackets
You can also ask a tailor to recommend a specific type of cut that they can tailor appropriately. Basically looking at the stitching so it doesn’t look weird if they hem the length and arms.
Everything looks better tailored anyway.

From any other brand simply take a size S jacket to the best tailor you can find in your city
