Should be getting a raise by the end of this month, I am definitely being underpaid, do I bring this up before or after I find out how much my raise is?

Usually before is better. Since you don’t know your raise, I would go to leadership with your business case for what your market rate should be which is x% above your current salary. Say you hope they consider that when determining your compensation for the next fiscal year
