They gave you a raise, they still don’t value you as the market does. Their loss. As long as you take care of the hygiene factors - give notice, not steal confidential information and not go awol with a middle finger in someone’s face, you can boomerang any time. If that’s what is worrying.

Unlikely that a raise will be processed anywhere near as quickly as the hiring elsewhere.
You shouldn’t need negotiating power. I’m pretty sure employers can’t ask you how much money you’re making now. Instead of justifying that you need X% raise to make a move and your current base is $X, just explain you need $X base to make a move.
I would say I’m happy to give you the details when we get to that point. Bottom line is I am not satisfied with that level of pay and I am expecting XYZ. Make it clear that there should be no decision making happening at their end based on what you are getting now.
You should definitely still negotiate, but you could always just lie about your current salary like half the consulting field does anyway. I really see no downside to doing so, if you really think you owe total and complete honesty to a potential employer, ask yourself why they don’t think they owe it to you.
