Well, I would definitely try to get staffed. From my understanding most firms need people so there should be something you could do.
You are fine! As a campus hire it is not your job to get staffed rather your resource managers! Having said that definitely use the time to offer help on BD work or take training. I was on the bench for a couple months while my clearance paper work was going through and low key was the best time to get certifications!
Don't worry and just enjoy it. That bench time would probably be the best time that will never easily come again in your time with the firm or even in your career. 3 months is totally fine, and maybe even up to 6 months you will be well understood by teams since you recently joined the firm as a fresh hire.

Honestly - enjoy the down time - complete some L&D, etc
Which practice are you in?
As a new hire you’ll be fine. If you were 2nd year + then I’d be pushing deployment pretty hard for some kind of client work.
