It's not actually a recruiter who decides on not taking a profile. Recruiters usually do the initial level of screening and are sent to technical people. Depending upon the role and availability of the resources they weigh whom to offer. For eg if one position is there and there are 2 equally competitive candidates who are shortlisted ,chances are they will give an offer to those who had served an organisation for a long time. I personally saw messages from the delivery manager to flag profiles who were frequent job hoppers. Since nowadays demand is more and supply is less, people don't really care. But if the market is down demand is low they will consider the tenure associated with different organisations from a candidate.
