I mean, looking at the current climate and the way the world is, I think it would be unreasonable for them to blame you. I worked at a company that had extremely talented people who were laid off for reasons out of their control. Recruiters see all types of people and I wouldn't think they'd be ridiculously biased against you.

What was the reason for the layoff? Company/business related? Reorganization?
I think you should contact the recruiter and let them know. Getting laid off should not be a reflection of your abilities — fired maybe, depending on the reason, but still no. They placed you there and you were able to do your best within the last 1.5 years. Let the recruiter know what happened and see how they can help you again. It's also a benefit in your favor that they know what you wanted and found smthg that was a fit so they may be able to find your next role again. They definitely want you to be happy and shouldn't be judging you. Getting laid off is also a common thing that's happening right now in the industry so it's not something to be alarmed of or to blame you for either.

I've requested a letter of recommendation from my CEO but he hasn't responded. Have good relations with my colleagues they also offered for recommendations.
I do a lot of freelance as a second job so references are not an issue.
Lay offs aren’t personal and companies now a days have them so frequently it should not be a reflection on you. Recruiters should and will look past that.
Don’t worry they are after their commission
Why stick to one recruiter? They are others
If you were laid off, why would it poorly on you?
