They usually take moving to a direct competitor pretty serious - I.e. won’t have you working on any clients or internal work. It won’t impact relationships really (they’ll find out anyway), so I would be transparent. Much worse if they find out afterwards and you didn’t tell them while you were working on a client engagement.
Depending in your level your employment agreement could be different. So check it out. It may ask you to disclose where you're going

I don’t think there’s a valid argument either way. Usually, nobody is harmed and they let you be, but if someone’s out to get you, they’ll do it anyway.
