So I had all my rounds at Walmart, submitted documents, salary negotiation completed with HR and post that she says that she needs some approval from the business and then will release offer letter. It's been 3 weeks and I followed up every week and the reply was always "we are yet to hear back from business" until today when she said me go ahead with your other offer in hand I don't know if business will approve or not.

Generally they take one week to rool out the offer letter . You should ask the honest answer.
The positions are known and open before the interview starts. I am not sure what business has to do now with your position. Only salary needs approval. Ask for an honest answer.

The approval from business is essentially the approval from the project you are being hired for. It usually is that they don't have the budget of salary that you have asked for. Hence the HR is not giving you a direct answer. Hope it helps
Walmart is closing its calendar year by Jan 31. Approval from business could mean the final approval on the offer letter. If you are choosing between offers then this is not the best situation. If this is the only offer I would say wait patiently and keep talking to the HR team
