I have a weird experience with KPMG India . Two weeks ago I had salary negotiation with the HR manager. He told me that the offer will be released in a couple of days but I haven't received the offer letter yet.I tried reaching out to the HR manager but didn't receive any response. Shall I take it as no?

That’s a BS deal.
Ask if they can get the future pay bump in the contract.
Also ask if they can back pay.
Is the bump in pay currently being offered worth the additional increase in job responsibilities to you, or will this increase your skills so you can leave for a bump in pay to make it worth it?
I don’t think you can focus on what they originally offered or what they’ll potentially offer in a year. You can try to negotiate the current offer (no harm in trying) but unfortunately the pandemic has hit many companies hard.
In that case I’d negotiate hard and start looking elsewhere. Explain why it’s not an attractive move for you
Honestly, I’d do it, if just for the experience and title.
Not saying it’s the right thing to do though, but when reality hits, it’s hard to turn down a “promotion”.

We aren’t in the same industry. In my experience with promotions without proper compensation are a way of placating you and ensuring you don’t leave, but are not true career advancements. You know your position better than I do. I’d look for ways to ensure (in these uncertain times) that there are next steps to meet what you believe to be a fair increase in salary for your new position. And then as others have said... start looking at your proposed new title.

Take the promotion, not even a question. Let them know you’d like them to make you whole on comp next cycle. In 9 months you start recruiting as experienced manager. If firm doesn’t make you whole jump ship for massive pay boost.
Take the title. Next summer go to another company and get the money too.
