Taking a friend to dinner is obviously out of policy. Can you get away with it? Probably. Worth your job? No.
You work your ass off for the company. You're afforded a measly 50 bucks to eat with. Use it how you like! If you can feed 5 people with that, go right ahead. Expense what you ate at a legitimate restaurant and no questions will be asked. Also, it's nobody's business how much you eat and whether you choose 2,3 or 5 dishes at dinner as long as it's under the limit.

As long as you’re within the budget it shouldn’t be an issue. In a way you can argue that you had a big meal should they ask why (unlikely but just saying).

Depends. If they say “have up to $50 for dinner” and you choose to spend it on two $25 plates, I think that’s fine because the limits were defined. But if they say “be reasonable in your spending” and you spent $25 on your dinner, you should only expense the $25.
I forgot to mention that you can meal average. So say you have 50$/day for an entire week you can treat yourself to a full course meal at a fancy steak house. I spent 100$ for a 3 course meal at an expensive steak house and no questions were raised since I was within budget for the entire week. Sometimes you gotta treat yoself for all those slave hours you worked.

People do have their expenses audited randomly. If you’re also doing cash tips and other flags you’re more likely to get on that list
