Per my attorney, as long as you apply for your green card within the US (that is if you are already legally in the country) the application will continue to be processed as usual. The only thing is that everything is currently closed so you wouldn't be able to go in for your biometrics apt for example.

We won’t know for some time. EO is not published and we’re going to hear uscis response later. Honestly, it might also apply to a diversity green card lottery they usually do in may. The best case scenario is that they’ll freeze the process of actually getting a green card. Which to me doesn’t solve any problems. Those people have a job (most likely)
