No, but if you let them go to collections it can affect your credit score in some states. Also in some states, the police can give you a hard time (and I believe in a few states that is reason enough to pull you over if your unpaid tickets are excessive).

Collection, bad credit, a lien against any property you own or may own in the future, suspension of license, garnishment of wages.

It’s not the just the title. It is the plates. You have to notify the DMV the date you sold the car (and probably your county for personal property tax). Did you bring your plates home from car Ana and have your expats? If so, those may be your charges that they put on hold because of the pandemic.
Did you actually incur the tolls or are you saying someone new is racking up charges and never changed the plates?
