Berlin, budapest, Prague, Vienna, Salzburg are great for solo traveling. The first three cities especially if you want to meet other solo travelers at hostels and on tours
Budapest and Prague for cheap food, great beers, and affordable food tours if you’re into that stuff. Culture and art in Vienna and Berlin are unbeatable too

All the Balkan countries are very cheap to get around - and also safe for solo traveling! Albania, Montenegro, north Macedonia, Kosovo, Bosnia etc
Pretty much any EU country is safe for solo travel. If you’re newer to solo travel and would prefer somewhere with a more established tourist infrastructure you might want to stick to western, Central Europe, or the Nordics. Otherwise just go where you’re interested.
