No, K1, I'm not. I'm speaking about something hypothetical without precedent (that I could find by googling). Not sure how to phrase this or how any laws would would be jargoned, but the effect would be that the weapon itself (and potentially ammunition) would be insured against use in homicide. Either the owner or the manufacturer would have to pay the insurance. Either way, the price would be exorbitant, and that's the entire point. I'd imagine there'd be a liability cap the insurance provider would have to pay out (maybe $1M per death and $100K per non-fatal injury, no idea), but the offender would not be held harmless for damages in excess of the cap, nor would they be indemnified from criminal prosecution.
I'm sure I've screwed up the legalese here as this is not my domain, but unless I'm even more ignorant than I realize (possible), I don't see why this would be unimaginable.

Fully support, not sure why you interpreted my post as an objection. Im just illustrating hurdles to getting a gun are even lower than many may think.
How about we also increase the pain of punishment.
If your child (of any age) is the perpetrator of a mass shooting, both parents and all direct siblings are charged with 3rd degree murder and given 30 years in prison. Your fault for failing society and raising a terrorist and not spotting it earlier.
Change the prison time to probation and financial restitution in perpetuity. Parents can keep working, but half your salary will go to supporting victims and their families for as long as they need it. Price you pay for raising a POS.
