Wait I'm confused. Does your rating system compare you to people in other levels? So a "Gold Standard" staff is doing the work of a manager and not just a really good staff? That makes no sense.

I don't think that constitutes a warning. HR has been trying to make up for the lack of guidance from the roll-out, not threaten people for giving cushy ratings.

“Often" isn’t where you should want to be so I would encourage you to have a thorough discussion with those who gave you the rating so that by the end of the last cycle you shifted the pendulum the other direction. If you don’t know why you have to ask, and the flip side it is really bad on the reviewer if they never discussed your rating before you received it.
