It’s your PTO. Its your money. It’s part of the agreement of you accepting the job. Asking for your rationale behind taking PTO before giving approval is like asking how you plan on spending a paycheck before they pay you.

🙄 No. Whenever I take PTO or come in late I say I am going on vacation or handling matters. No one bats an eye and why should they.
My go to is “I’m planning to be out XX days and will work with you to ensure that we have coverage. Let me know if you foresee any issues”. Unless I’m pitching and on a deadline, I’ve never been asked for rationale or told no. And quite frankly they are your days to use as part of your compensation package.

You shouldn't have to give a reason to use PTO
No, it isn’t typical, but I guess different businesses have the right to run things they’re way, as long as they are not violating anyone’s rights as an employee and as a human being. They did not deny you a PTO, they asked for a written explanation. As ridiculous as that sounds to me, I suppose they have a right to ask.
Nope. Sounds illegal to me. I just request the time off and no one need to know what I do with my time. I mean, you could lie if that’s the culture but your manager sounds like a bully.
No, it is not normal. I wouldn’t provide a rationale as it has no bearing on whether your request should be approved or not.
Look at your HR manual. Find out from them the process
You don’t even need to say “taking care of personal business” . As long as it does not conflict with any of your team members PTO, client business or office business you’re good. You should reply, “ Ooh I am sorry, I didn’t realize this was a HR Policy. Let me regroup with HR on how to do this moving forward as I want to be sure I am aligned with Agency expectation.” Watch how quick he/she backs down. And won’t bring that up again. Essentially as soon as HR is notified and see that this manager is a liability, Hr will deal with them. Not cause they care about you, but they care about a potential lawsuit. Playing this card you are indirectly threatening them. 😎
So I originally told my director I was going to take a summer Friday two weeks in advance and got flat out denied. So I waited a month and requested again and she told me that I need to provide reasons like “I’m going to the doctor, or having some work done at home”. I had no meetings or presentations on the days that I requested but still got denied. Trying to stay civil, but I’m getting really irritated at this point
