I just received an offer to work as an software sales representative (SDR) for IBMs Z systems. I'm coming as a sales engineer in the cloud security space. This is the wrong question. “Offensive” is unfortunately in the eye of the beholder. There is no word or phrase in any language that is objectively offensive. The real question is if there is someone in the audience that is offended by that term, and if you think so (or if this person is you), then say something about it.

In what context?
Definitely not professional
I guarantee he knows what a cock blocker is. You don’t grow up a man and not know that term.
I would tell him to stop- you might not mind but if someone else hears they might not be as kind as to tell him and would rather go to HR. (Seen this happen with similar phrases). It easier for everyone if someone on the team points it out n
