Don’t listen to @SrCW1—if it is a coke problem and you’re noticing it, then it’s obviously effecting his work. If it’s effecting his work, then the client might notice too. You lose the client, the team loses their jobs. I worked with someone who enjoyed coke when she partied and ended up down a drug fueled rabbit hole, got sacked and pretty much lost everything. Don’t let someone else’s addiction cost you you livelihood.
It’s shit that this person is your superior. Try to shift off the team if you can, but if it’s really bad you should talk to someone about it. Not HR, that’s the nuclear option, but maybe quietly get the opinion of other on your team. It’s unlikely you’re the only one who’s noticed it.
What to do about it? Let him be an idiot. Coke is rad but not at work and not in excess. It’s not your job to police your coworkers unless it’s dangerous to himself and others.

Just engineer his demise and position yourself to take his spot when he goes. Sounds like he’s going to implode anyway, you may as well take advantage of it .

2. If #1 is not an option, start making sure that there is someone of similar seniority as this individual in meetings with you guys - so when conflicting accounts come out you have a reliable third party witness that can’t be intimidated
3. Find a “mentor” in the org at this individuals level or higher that you can talk to off the record. Without knowing all the details of he situation it’s hard to blindly give advice. For example, leadership may have already notice this behavior and put this individual on probation etc
It's possible he's a coke head or a five year old child. He might have also failed up as far as he can go on charm alone.
OP how much experience do you have with addicts? I ask because the symptoms you list could be personality traits, mental health issue, medication, allergies, etc. Not necessarily coke.
For me it's very easy to identify users and what their using, but I have a ton of experience in that area.
@FCB2 that's a good point, not much experience with it outside of alcohol. Old restaurant managers from table waiting days. I won't make any public accusations on it cause I may not know wtf I'm talking about.

How bad is it exactly? Are they fucked from the night before? Leaving meetings to do a bump? Or disappearing for days?
@OP Sounds like it might also be a meth issue. Most of the coke you buy today is cut to some degree with that shit. Can you log this behavior? Make note of the dates and times of incidents. If it escalates, you’ll have something to guide your conversation with HR or his direct superior.
