Definitely government - joining the civil service as a gs12/13/14/15. Problem is, above 12 it's nearly impossible to get in without veteran's preference so most stay in the contracting game. Apart from that you have your massive contractors like Booz, Boeing, Lockheed; FFRDCs like RAND and Mitre; tiny shops usually run by veterans; and myriad other categories. The most "popular" and what I think you're getting at is starting your own contracting firm. Apart from Real Estate, lobbying, and making extremely senior executive at a contracting firm, that is about the only way to make real money in DC.
Financial services pay decently
You can easily make $200k+ as a director at Freddie, Fannie, Cap1
Rising Star
Tons of people flip their badges and go fed (I did for a while).
Besides that, the top tier from a comp perpesctive is Amazon and Microsoft, then Capital One/Fannie Mae/Freddie Mac, then Hilton/Marriott. After that, you've got places like Navy Federal and PenFed.
If you're open to staying in the federal space, small/midsize contracting firms and product firms (Appian, for example) are a dime a dozen. You can absolutely make bank at a small contractor if you're high enough up the totem pole.
