In my experience, same skills apply generally, but PR is more streamlined. Whereas advertising might have account routing to creative, working with strategists, or coordinating with project managers, PR folks are sort of expected to do all of those things. Health PR people are more likely to be content experts (like a copy person would be on a health advertising account) and even create content themselves, especially written content like press releases.

In addition to being more streamlined as someone said, a big difference I noticed was that in new business PR doesn’t give it all away, whereas in advertising, agencies give multiple campaign concepts, skin tactics, etc.
