Both. Until recently, there was more differentiation between Program Architect and Technical Architect, but they are effectively the same role in all but title now, and even that is an arbitrary public distinction until they fully merge, possibly next year... Same reporting structure at VP level now, used to be TA+SA under one and PA+BA under another, now PA+TA and SA+BA (Solution Architect, Business Architect). As for the projects, you may work as a solo practitioner doing advisory (deemphasized), or on a small team (alongside an SI and/or the client's technical teams), or on a large team of Salesforce resources on an SOW, potentially with contractors for dev and non-Salesforce tech. We have other project roles too, such as EM and PM, so if a client wants to staff a project with Salesforce owning and Salesforce bodies doing the work, they can do that.
