I interviewed with Firm A months ago and accepted a position to start this upcoming fall. Group leader called me to offer the position back in November 2020. Besides interviewing with partners at the firms, and diligent follow ups notifying them of my interest to get started, no communication has transpired since.It turns out that I accepted a better offer w/ Firm B for personal reasons and won’t be going to Firm A. What is the best way to notify Firm A? Call/email group leader? Call/email HR?

Depends on your goals - it’s only worth switching to a different public accounting firm if you’re looking to stay in public for at least a few years.
I don’t know a lot about how compensation/raises work, but if you get a big raise from moving initially, could that be held against you in future raises in an effort to have people in the same office, same position, etc. make the same amount of money?
Not in my experience. I switched firms at the same level for a higher salary and I’m still ahead of others in my year after a round of raises. Aren’t raises always just a set % of PY, maybe slightly modified based on your performance?
Think long term growth. Ask for financial projections.
Personally I wouldn't. I like my firm and genuinely like the people I work with. I also don't think I'm that under market when it comes to my pay.
If you don't care for your office or coworkers and think you're underpaid, sure go ahead.
