Could you possibly claim a breech of contract?
I'm surprised they wouldn't at least offer to improve what you're receiving during your promo. When you decide to leave the company, you can sue them for breach of contract and reliance. Easy since you have it in writing. You can ask for all the difference in monetary damages. And they will settle.
Guess depends upon the significance of the difference and your desire to to work there.
OP - IMO it's completely unacceptable. And to blame it on a recruiter is also unprofessional because an offer must have been reviewed or at least should have been reviewed before it was sent to you. So what can you do about it? I think it depends on the level you are at. If you are at the Consultant / Sr. Consultant level probably not much. If you were an experienced hire at Manager or above you should take it up with your chain of command after informing HR that you are not happy with their "oops sorry!" response.
These benefits are standardized across the company so I'm unsure how your offer letter would have been so much different, especially when it comes to health plans. There are like 7 to choose from. When did you start?
My program has given me amazing opportunities which is why I've just been rolling with it (been here over a year and it took almost 6 months for someone in HR Leadership to get back to me and then another few months for the "oops"). I don't want to sue, I love Deloitte and want to stay here and get drunk on the Deloitte koolaid. I was thinking maybe switching career models might change my bennies. If the promo doesn't go through (that's what I've holding out for over the last couple of months... I will know in May/June ish) then it would be time to leave the firm. If the promo does go through and I can't switch models, having the new salary and title would help negotiating.

Yes, brought it to HR. When HR leadership got back to me, they were like "oops. Your recruiter messed up and you weren't supposed to see those. We will work to make sure recruiters are better trained going forward"
Would that not be a nail in my coffin though?

The only thing I am receiving as it was laid out in my offer is 401k.
^ need more info. Obviously you are getting health benefits, your 401k, PTO, etc. so where is the issue?
OP what were the benefits that you aren't receiving now?
I assume this has only happened to a handful of people and don't want to get too specific and not remain anonymous is someone with access to the right information reads this. While I receive Heath insurance, it's not in the capacity it was in my offer. Also, my PTO is almost 50% less than the minimum time indicated. Pretty much every thing else follows the same pattern or is not received.

My starting salary was what was listed in my offer (~102k; hired at the Consultant level)
