McConnell did bring a $650B Bill forward, right?
The fact that he didnt bring the $3.2T house bill (with ample money in slush funds that could be spent on stuff not directly affected by the coronavirus) doesnt mean he didnt try to do anything.
If he didnt move the bipartisan $1.5T bill forward that might be an argument...but thats still stalled in the House.

By waiting until the last minute, not even opening up a dialogue, claiming there was no time, on a bill that was sitting on his desk for nearly 3 months.
Supreme Court vacancy? Country be damned! Fill it! Don't worry about the rule with his namesake last time this happened.

I dont think waiting a bit is necessarily a bad thing - there was no reason to hurry and pass more stimulus until you could determine how the first few trillion had worked. Waiting until deadlines is unfortunately a reality of most negotiations anyway so not sure why this would really be dofferent.
There also would have been time for debate on the Senate bill prior to the cloture motion if the Democrats in the Senate had wanted to (and they had time to review the bill which was released several days prior to the vote) they just didn't want to negotiate off of the Republicans bill.
You cant put all the blame on McConnell for this one unfortunately...
