“The notice was improperly sent to John Doe who, as we advised in writing back in March, is no longer with our firm.” because you can replace “John Doe” in the sentence with “he”. If you could replace “John Doe” in the sentence with “him” it would be whom. (I think!)

L1 is correct. If who/whom can be replaced with he, then use who. If with him, use whom.
Who. It is used as a subject, not object pronoun.
He = who, him = whom.

When I struggle with sentences like this, I realize that the answer is to simplify the sentence construction. “The notice was improperly sent to Joe Doe. As we advised in writing back in March, he is no longer with our firm.”
