My former trainer occasionally uses one as well. We never did- wasn’t necessary for our pup. Agree with VP1s post.
If you'd like a positive reinforcement trainer, mine is wonderful and she's currently only doing virtual sessions.
All of my dog's bad behavior is fear based, so an e collar would absolutely not work for her

I do not use one.
The trainer I work with does recommend them for some of her larger and more unwieldy dogs [she was working with a friend and her pit puppy and used one]. Not for every dog and should be used situationally.
Conversation Starter
Our guy listens when we click it at a 5 out of 100. Today we only clicked it maybe 5 times (when he grabbed shoes, wasnt listening to go to his place, jumping on a neighbor). He seems just scared of it which obviously isn’t good!
We used one with a trainer on our dog. We used it on ourself first at the level he suggested to get comfortable that it wouldn’t hurt.
Our trainer associated the buzzing of the collar with our dogs name. He explained it to us it’s like someone calling your name and tapping you on the shoulder at the same time to get your attention. We didn’t use it as negative reinforcement only as name calling/attention getting.
It’s fine as long as you put the collar on correctly (the prongs need to go under his or her ear, not middle of the neck). Also; use the correct setting. Each e collar is a little different (so 35/100 might be equivalent to a 5 on another). I tested it on myself to make sure it was ok - should just feel like a little static shock, nothing crazy. Remember to say “no” simultaneously when you use it so the dog associates the corrective behavior. Now I can say “no” without using the collar.
Have one for our German Shepherd. It was life changing. Our puppy is stubborn - knew the commands but would not listen. Very early so he shock him. Usually enough to send the beep and he knows we mean business.
Yes, I use a Mini Educator and it's awesome. It has 100 settings and it gives more of an uncomfortable buzz than a painful shock. It's not cruel at all. It's really good because it allows you to give your dog more freedom.
Something to think about that our trainer shared with us is when you use any aversive training - e-collar, shock collar, physical reprimand - is that you’re telling your dog to not do something but you aren’t giving them any information about what they SHOULD be doing - so, our dog reacts when people come in the door, rather than just try to get her to stop barking / jumping, we’ve trained her to go to her crate - so now, she doesn’t bark / jump because she knows that when someone comes to the door, the thing she is supposed to do is go to her crate. All that to say, regardless of what you do, make sure that your dog knows what they should be doing in situations where they aren’t doing what you think they should be.
And if your dog isn’t “listening” probably the treats you’re using aren’t high enough value
