Coworker(c1) has been complaining, with overwhelming toxicity, about a senior level coworker's(2) lack of work on programs which c2 is responsible for and usually takes credit. Now c1 is refusing to do any task related to these programs. Tasks which both c1 and I are responsible for. How do I approach c1 to talk them off the ledge? And if / how should I phrase the issue to my manager or HR?

Funny story:
The janitors washed all the classroom rugs in June and hung them to dry. One disappeared and was presumed stolen. Today it was found. It was certainly stolen. A man had set up camp on the roof of a classroom using the rug as his bed.
