Start with visibility on the local level. Build within the network you know and create that core committee of volunteers who are just as passionate, disciplined, and have the time to do this. Advocacy can quickly die because people's attention span is short and all over the place (think about how people consume media in snippets) so focus on the crew first who will be just as dedicated with you. From there, really identify your mission and what actions you are making to fulfill that mission, then naturally build content from your efforts to fuel your marketing campaigns.
^ this. Build a strong core. Get each of them passionate around the program. Form a couple of committees with a tactical mission to execute. Then grow from there. In parallel, dedicate someone to an online presence w/ consistent social media messaging (I.e. something your core and their friends can follow and share); that way you’ll start building some followership online.
