Have a come to Jesus meeting and lay out your new expectations for them. The ones that step up usually show that they will early on. The others are coach out. If you have the ability, it is nice to add some team leads that can control their day to day questions and performance so that stuff doesn’t have to bog you down.
What type of development process is applied here? I dont know what the context is but assigning responsibility might be good start and setting a time frame for a task to be done.
In order to combat "bare minimum" you might want to define a Definition of Done for the task.
They may feel under valued in terms of the package they get. They may just be under qualified and not have the knowledge to do more. They may not have had the support and are afraid to ask.
Depending on the issue you can look at reviewing the teams packages so they feel valued. You can look at getting them on training course and qualifications so they are skilled enough to carry out tasks. You can hold regular technical discussions with the whole team where everyone comes together to help solve problems, sometimes a small problem can take days to fix but if some one in the team has faced the same issue it may only take 15 minutes.
