Neighbourhood will depend on your budget and how many bedrooms you want.
Living here is pretty good, Singapore is strict when it comes to the law, but thats what makes it a very safe country (people leave phones/laptops on their table while ordering coffee etc).
Compared to the USA people tend to be more reserved at first, quieter etc. But once they open up it’s all good. Avoid falling into the expat bubble too much.
Public transportation is cheap and clean (but still requires wearing a mask on board). The uber equivalent here is Grab. If you want to buy car be aware it’s about 5-6 times the price you would pay for a car in the US.
Most government related registration is hyper efficient and fast. So when getting your employment pass etc it should be fast. They also have Singpass which gives you access to government services etc.

I think you dont need an agent in that price range. I would suggest to filter on property guru and see what you can get for 9k.
Welcome to Singapore 🇸🇬 as for accommodation you can easily get it through agents if you intending to rent a home and as for food wise if you want cheap and good food I recommend hawker centers but course if you require a good feel and surroundings then you can opt for restaurants well once your in Singapore drop me a message we can meet up too.
Avoid agents. There’s no need. They don’t speed up the process or negotiate lower rents. But they will charge you a months rent for each lease year as fees
Welcome to Singapore! It’s an amazing country - safe, clean, politically and economically stable, financial hub, and has good education system and childcare facilities and services for your kids.
Preferred neighbourhoods - you can consider the East side (the ones mentioned in the previous comment) because of the great food and environment; central areas like Robertson Quay, Kallang, Bishan, Ang Mo Kio etc are all great. Holland Village is a favourite with expats too.
People do avoid staying in the West (Jurong), or extreme North (Woodlands) unless their workplace is near there as these areas are quite far. If you work near the CBD, you may want to avoid staying too far out as traffic can be heavy in the morning peak hour. Geylang is the “red light district” and Little India can be a little crowded.

Welcome! I just moved here too so I faced these issues recently too!
I would say Singapore is very well designed so most neighbourhoods have everything you need centred around MRT stations - supermarkets, pharmacies, food. It's best to find a location with clinics near your home (preferably panel ones depending on your firm coverage) and also food types you like (some neighbourhoods have more cheap hawker food vs fancy western cafe food). Central locations mean perpetual queues and traffic jams for everything, while expat centric locations mean "inflated" prices.
Personally, I think 12k can get you very good condos or houses suitable for kids. Best to look for reviews on good schools you're targetting and search from there. I stay at the East where tons of expat families love it due to the chill culture, variety of indie food, good international schools, lots of green spaces for walks in the evening, and much quieter. You can get an agent to do the search for you for a fee of ~0.5 month's rental too.

As you mentioned having small kids, I would recommend checking out the Caribbean or Reflections at Keppel Bay. These condominiums are slightly south and west of the central business district (abt 10 -15 mins by bus) and very active communities for families with kids. There’s a large shopping mall 10 mins walk away too.
