They wont. It-ll drive salaries up because supply will decrease. And if companies really need to hire from outside of US they will need to pay well - limiting the option to only real necessity.
From the article - H-1B visas will also no longer be issued via a lottery system. Instead, the available number of visas will be issued to the petitioners with the top salary offers. Similarly, all H-1B recipients must be making over the 50th percentile in wages of wherever they are working in the country. Accepting visa applicants with higher salaries will presumably prevent foreign workers from driving down domestic wages.

But then consulting entry level jobs will never get H1B, the comp is no where close to what Tech pays
200k is way over 50% for NYC; it’s around 80 %; you are in the 1% at 400k even in NYC

From the article - In addition to the temporary suspension of new visas, Trump will be making key permanent changes to the H-1B visa program through a separate set of regulations.
One notable change is the elimination of a well-known and oft-exploited loophole that allows companies to replace American workers with H1B visa recipients as long as they are paying $60,000 and above per employee or hiring workers with Master’s degrees. Disney was infamously accused of forcing high-skilled American workers to train their foreign replacements, who were given much lower salaries.

If true, this is going to get challenged on the same grounds - cannot make widespread changes by policy with no underlying changes to the existing law passed by Congress. The law, as it stands now, does not have a requirement which says to give h1b only to highest salaries in the pool. A lottery did not get challenged because there was no other way for uscis unless the law changed so a challenge to the lottery would have lost for sure.
If I’m trying to relocate to a different LoS or office, will this impact? I currently hold H1B.
