Trying to apply for another position at the same company but my boss told me explicitly that if they find out people on our team are looking for other jobs, they will stop giving that person raises, promotions, bonuses, & access to opportunities. I have spoken with the hiring manager for the new position and he just asked me if I have notified my current manager. Not sure how to navigate this tricky situation. Was hoping to interview before having to tell my manager that I am applying. Ideas?

Just apply at another company. It doesn't seem like the risk of retaliation is worth it.

Companies generally encourage internal hires. Why not tell the hiring manager your concerns and see what she/he says?
