Not uncommon. Probably an inexperienced in house lawyer squeezing nickels or applying some kind of case valuation matrix or formula. Make sure your recommendations and the status of settlement negotiations are papered in a memo or email because someone up the food chain may second guess you later, especially if the case gets very expensive.
Best guess a combination of both budget and internal politics. Often times when things go awry it’s hard to get the different business units involved to take responsibility and pay out of their budget(s). Legal advises but often has little final decision making power in situations like this.
Internal politics and egos, most definitely.
Any in-house folks have insight on why they’d be stalled over such a small amount? Inside politics? Fiscal budget? Fighting to get the last word?

Thanks for the insight. IMHO, it’s probably all of the above. It’s their money, I was just a little surprised since we worked hard to get the plaintiff to a reasonable spot and the agreement is favorable for us🤷♀️
Clients have an inalienable right to disregard our advice. Just make sure you communicate to the client what you just said. Good luck!
