What determines strike price?

I view equity in startups as a potential future bonus. Currently, I’m evaluating a seed funded private tech startup that is net positive with a couple million $$ in annual revenue. I’ve been offered a few hundred options and am trying to understand if their strike price ($$$) is fair or not. What additional details would you ask the employer to share in order to determine if the equity offer is market competitive or not?

Wanted to check what would be expected salary when promoted from L3 support engineer to L4 support engineer? Considering current L3 base pay 8Lpa, will I get stocks and will I get hike+ promo?

Curious how prior experience/transferable skills plays in to comp?
