I just came to realise Deutsche Bank has a fixed rule of max 30 to 35 % hike on fixed component and remaining 10 to 15% variable i.e. total 50% max hike you can ask for no matter how good, skilled you are.
Is it true?

I think you can but it needs to be framed delicately. While there are some agencies that have made up losses, a lot are trying to pad the books in the event of a winter downturn in business that may be associated with a second big covid wave.
So potentially talk to whoever promised you this raise in March and ask to open the door to the conversation again. Not like “hey I’m coming to collect now that things are better”. But moreso “we last spoke about this in March, I understand things have been put on hold, lmk when it’s appropriate to bring up again/what do we need to hit to make it a reality”. Then you at least have a timeframe/goal that makes it reasonable to follow up
Always get it in writing. Let this be a lesson to you.
Also heads up, my agency is doing great financially but our parent company is still placing us in a hiring/promoting/raise freeze because other agencies are struggling. Those funds are helping elsewhere.
What exactly does getting it in writing mean these days? My managers said MANY things to me in writing none which have come true.

It annoys me that we have to walk on eggshells. You were promised a raise in March, we are now nearly in October, and your employer didn’t think you deserved a quick chat during that time about the cancellation or delay of your raise.
