I think this is normal - you are hired due to your external experience, but you're promoted based on what you do at the company.
I fell into this trap and left the company over it. Promised a fast track based on previous experience - which they discounted to zero when started. Will never enter at a lower role based on a promise again

Been here - it benefits the firm to keep you at a lower rank longer. Better margin on your time. They typically offer one rank lower than the approximate equivalent in industry unless you have "consulting experience".
