I moved to the US when I was 11 and it was traumatic. Do it sooner than later so the child can assimilate before they become adolescent / teens. I grew up in mumbai. Still remember taking a bus or ricksaw alone to places - felt safe!

Not sure about Pune, Mumbai is pretty safe. It's the daily drudgery that's painful for eg traveling to a college by train, lower standards for education but higher pressure unless you plan to give them a very elite upbringing. Also strange distancing between boys and girls that starts really young. Safety yes, social environment meh
