Not your problem. I'd charge every hour worked.
That's the reason the budget is so fucked. People under charge hours to save it, then base next years projections on incomplete information. It's going to be a yearly thing for you

Never ever let anyone tell you to charge less!!! Charge every minute you spend ...one of the reasons why they think no hiring needs to be done. All it does it screw up things!
