that’s just presentation. the best brief is simple, and uncovers an interesting insight about the audience(s) we’re creating for, that we can build off of.
It simply and clearly articulates the problem you are being tasked to solve. And the problem can’t be something like “our website looks bad.”
I always appreciated a one slide or sheet that gives me all the high level info before heading to the meeting. Usually attached to the email invite a day or two before to save time.
That way we can really focus on the goal of the meeting instead of trying to catch everyone up to speed.
If people fail to do that and try to derail your focus, tell them to reference the high level sheet while you roll out the rest of your presentation.
The best briefs are out of the office. Hopefully in the environment where the product/service is used. No slides. Just a single piece of paper with the most necessary info on it. (Everyone can debate what that is.) It's a conversation, while possibly observing probable customers. And it's a conscientious event. This is the beginning of a project that has the potential of greatness.
I try to figure out the learning styles of the folks I/my team will be briefing. If they’re visual learners, I’ve found they can absorb and react quickly to visually-focused slides with solid storytelling. The auditory learners, I’ve found, usually need a bit more time to digest, so I’ll bring up key bits and pieces over a day or so before the briefing. Or, if that’s not possible, I’ll follow up with them after and talk it through. Haven’t figured out what to do with the kinesthetic learners yet...

If you’re inspired to want to work on it, and you have a clear understanding of the deliverable, then it was a good brief. Format doesn’t matter.
Best briefings I’ve been involved with ended simple, but told a compelling story about the situation that explained why that simple conclusion was the right one, taking time to examine other paths and reasons for discarding them. Really helps creatives embrace the parameters.
Could you share a concrete example? This sounds great.
A very specific target. Insight. An inspirational proposition. And an actual goal.
Simple. Simple. Simple. Simple. Always best.
1 insight. 1 promise. 1 deliverable.
And that was presented to you by the team reading a piece of paper together?
No metaphors or clever turns of phrase in the strategy/single-minded idea. Make that language as clear and as simple as possible so we have room to play.

The Best briefs set the tone for the assignment: make it fun, make it interesting, make it engaging.
Best briefs are usually ones that are more specific and focused on one singular thing. What has worked in the past is using a public figure as the muse for the target.
Clarity about “the one thing”... it rarely happens
