When I'm on the beach I only answer two kinds of requests:
1) requests from people I've done billable work with or are people I know and want to help, or are directly in my chain of command
2) requests from my resource manager or someone offering me potentially billable work, including proposals or business development

If some who-gives-a-shit manager I've never worked with or won't work with in the future and a crappy attitude sent me a request to create a list of FS companies in Chicago who perform Portfolio Mgmt and manage funds >$100M and their org structure, didn't offer me a charge code, and made it clear that this was just a chore they needed someone to do with no prospect for billable work moving forward, I'd delete the email faster than you can say "screw this guy, maybe he needs to make some friends if he wants to progress here"

OP just to clarify- I personally agree with the idea that doing work while you're on the bench is a good idea. Even if there's no charge code. Doing so will help your career and improve relationships which is a great thing. Extra work is a good way to help prevent bench time from escalating into you not being able to be staffed.

But, where I (and so many others here) have a problem with what you're saying is the idea that people have some moral compulsion to work without a code while they're on the bench because not doing so would be stealing from their firms. Please. Get out of here and give me a break. You don't work hard because you feel obligated to pay back your salary either, you just want to for your career. And that's fantastic! But you're not doing it for moral reasons either so again, get off your high horse

@OP, the fact that you're having trouble with people on the beach helping you should be telling. Obviously you're not somebody's favorite superior, and I think you need to re-evaluate your attitude towards non-billable work. Those sorts of things aren't exactly preferred work, and without a charge code, nobody is going to feel compelled to help you unless they want to help you. There's no reason anyone HAS to help you with non-billable stuff.

Maybe if you stop treating people who are unassigned less like your resources and more like people who don't have a project that might be open to a favor for you, they might be more interested in helping you out. But, to be honest, if you asked me to do something with the attitude you have in this thread, I would probably ignore you as well.

Late to the game here. I'm a SM and haven't seen the bench, but if I were on the bench as an A or C I wouldn't do boo without a charge code. It's bad form to try to pull your project out of a hole with 'free' labor. If you need help it's called billable time.
