As mortgage rates are going up due to adverse fees Freddie mac charging i am thinking of locking whatever lower rate I get if lender is offering zero closing fees. How do you evaluate refinance is worth going for?

If you use the same closing agent as when you purchased, you can ask for discounts. Also your mortgage broker should provide you a cost savings analysis sheet when you’re going through origination. There are also calculators online if you aren’t ready to reach out to a mortgage broker yet. Just refied and our closing costs were expensive due to our escrow just being paid out - our lender required us to replenish it. But overall our rate went down 3% so well worth the upfront investment.

Per what I'm reading the interest rate is 9.62% if I buy through Oct 2022. It's a 30 year investment, but I can withdraw after 5 years without 3 month penalty.

Questions:
(1) Is the interest rate fixed or variable over the term of the bond?
(2) Assuming 9.62% is annual return but definitely want to confirm 🤣
